The VE doesn’t have a lot of power in the shotgun mode, but I see no reason you couldn’t make loads like you plan to make. Did the rocket thing as a kid and there is a bit of calculation needed to make sure that you get things right. Or maybe they continue to accelerate also to a certain distance out from the barrel when their shot. To explain what I mean, you would think that a high-speed bullet is more powerful that a low-speed arrow but you are dealing with a different kind of energy.

Just don’t shrink the rear end so that it would still act as a bellows and expand when hit with air. IMHO, unless you have a good amount of energy available the arrows need to be too light to be effective for anything but a novelty. There are those that would just ban them, but then there are those who would ban anything that has any remote risk involved. So, the question is, are you committing an offence by keeping your airguns and pellets, don't know if corks and darts for those with Gat guns apply, in a locked gun cupboard ? If your rifle is stolen, used to assault a child and the public learn you kept 1000 pellets conveniently with it, do you think you will be the recipient of any sympathy.
