She is probably not a Legilimens or she wouldn't have had to resort to Veritaserum ( OP28); invented the torture quill she uses for detentions (Pm). Other canon notes and references Cedric, Neville, Ron, and Draco all have wands with unicorn tail hairs in them. This is a bit disturbing because of the following exchange from PS15:
