Once published, data on the number of certificates issued for any qualification are not usually subject to revision, although subsequent releases may be revised to insert late data or to correct an error. Qualifications may also be re-categorised to a different type, level, sector subject area or awarding organisation. In some cases, data may be amended to reflect the new categorisation. A classification of either ‘increase’, ‘decrease’ or ‘no change’ is determined by comparing the Council Tax band of the property before and after a challenge. Qualification types provide information which complements that provided by the sector subject area classification. Qualification type can give an indication of a number of features, such as the nature of the qualification, the type of assessment, the qualification level and guided learning hours. The following look-up table shows how VOA type codes are grouped together to create the property types shown in Tables CTSOP3.0 and CTSOP3.1. Table CTCAC5.2 shows information about appeals in England from 1 April 2008 only. In this table, the count of appeals for a particular year shows the number of proposals which were resolved (i.e. cleared from the VOA’s administrative system) in that year which were subsequently appealed, showing the relationship between a resolved proposal and if applicable, its subsequent appeal. Appeal – where a valid proposal has been made, a taxpayer has the right to appeal against the VOA’s decision on the proposal to an independent VT. Appeals are often withdrawn or settled before being heard by the VT.In accordance with Ofqual’s rounding policy, figures less than 5 are reported as ‘fewer than 5’. A 0 represents zero achievements. This is to ensure the data does not identify an individual student. Response to National Infrastructure Commission (NIC) recommendations for National Strategic Infrastructure Projects (NSIPs) The counts shown in all tables are calculated from domestic property data for England and Wales. The data for all tables were extracted from the VOA’s administrative database at 31 March 2023. All properties counted in the publication were identified as a property for Council Tax purposes at the date of data extract. Counts in the tables are rounded to the nearest 10 with counts of zero being reported as ‘0’ and counts fewer than five reported as negligible and denoted by ‘-’. This release is published on an annual basis. The data extract for all tables was taken on 31 March 2023. This publication is published within 3 months of the data extract date.

In the 2023 publication 2022 figures were grouped with 2023 figures so the total cannot be compared and the difference is given as not available (NA). 3.3 Assigning geographies The ONS has used the VOA’s Council Tax data to supplement Census 2021. Further information is available at https://blog.ons.gov.uk/2020/07/31/census-2021-for-the-first-time-ons-is-using-administrative-data-to-count-number-of-rooms. The information supplied in the tables are based on administrative data held within the VOA operational database. Because it is a statutory requirement of the VOA to maintain accurate valuation lists, the data are considered accurate. However, while the VOA actively seeks to maintain accurate Valuation Lists for Council Tax bandings, some reliance is placed upon the taxpayer to notify the VOA of any inaccuracies to their entry in the Valuation List and billing authorities to notify the VOA of any changes (including new builds, demolitions or alterations). Data are collected at the earliest point available, which is the first day of the next reporting period. This reduces the time between the activity and reporting on the activity.Regulated qualifications are assigned a level from entry level through to level 8 broadly indicating the relative level of demand of the qualification. Levels are assigned on Ofqual’s Register by the awarding organisation with reference to Ofqual’s published level descriptors. Sector subject area When changes to the boundaries of local authorities result in a large number of properties moving from one billing authority to another, the VOA processes these changes by removing these properties from the Council Tax Valuation Lists. The properties are then reinserted into the list with the property’s new billing authority. This process accounts for the large number of insertions (table CTSOP5.0) and deletions (table CTSOP6.0) due to boundary changes that occurred between 1994-95 and 1997-98. 4. Data quality 4.1 Suitable data sources Table 5.1 shows the cost or yield of all government decisions accounted for at Autumn Statement 2023 which have a direct effect on Public Sector Net Borrowing (PSNB) in the years up to 2028-29. This includes tax measures, changes to aggregate Departmental Expenditure Limits (DEL) and measures affecting annually managed expenditure (AME). A property is reported as a split/merger when the number of properties associated with the challenge is different before and after the challenge.

When evidence suggests that a band may be inaccurate, a taxpayer may request a band review. The VOA will investigate and, if necessary, change the band.
