About this deal

If a condition of concern is filed to a patient record in such a way as the marker is not triggered (e.g. when filing an incoming document or data message via a third party software) no alert will pop up, but the patient will be found in the practice searches that are deployed with the marker. If the patient record is reviewed, the user will be alerted that there is an outstanding firearms safety review needed. Updated the information under the 'Guidance' section relating to the latest revision of the firearms licensing guide. This new guidance will foster good relations between individuals falling within the protected groups and others by ensuring that decisions are made on a fair and equitable basis.

This release covers certificates on issue in England and Wales as at 31 March 2021, as well as historical trend data and police force comparisons. Certificates on issue in Scotland are published by Police Scotland. This release also provides information on certificates granted or refused for new and renewal applications, certificates revoked, registered firearms dealers, visitors’ permits, European Firearms Passes (EFP) and Article 7 Authorities issued. It also includes figures on the number of people that hold a firearm and/or shotgun certificate, by age and gender, breakdowns of firearm and shotgun types, and new Experimental Statistics on lost and stolen firearms and shotguns.

Firearm certificates

All people who acquire or are in possession of a firearm and or shotgun must hold a certificate issued by the Chief Officer in the police force area they live in, unless they are exempt. Chapter 6 in the Home Office Guide on Firearms Licensing Law explains the exemptions in more detail. As at 31 March 2021, an average of 4.0 firearms were held on a firearms certificate, an increase of 0.2 compared with the previous year. The average number of firearms held on a certificate has shown a steady increase over the past 13 years, with the lowest being 3.1 as at March 2009 (since comparable records began following the introduction of the NFLMS). With the introduction of a requirement for police to have sight of GP information prior to grant or renewal, it is likely that more applicants will be required to pay a fee to GPs to ensure that the medical information is supplied. There were 130,719 applications for grant or renewal of firearms and shotgun certificates in 2020-21 [footnote 4]. There is a likely benefit to the public and law enforcement from improved public safety, as Option 2 may reduce the risk of firearms being handled by unsuitable persons and potentially reduces the risk of injuries and fatalities from firearms. There may be a benefit to applicants and holders of firearm and shotgun certificates, and their families, if they are not granted certificates if they are medically unfit to possess firearms. If the GP considers all of the relevant information is known to the police, or that the information triggering the alert is not sufficiently relevant to require notification to the police, they should record that they have reviewed the record using the appropriate code, and record that no action is required on clinical grounds.

Figure 1 shows there were 147,140 firearm certificates on issue as at 31 March 2023, a 3% decrease (-4,078), compared with 31 March 2022 (151,218). The number of firearm certificates on issue has decreased over the last 4 years, following a steady increase prior to 2019. g. The period of appraisal is 10 years. This total figure includes those that hold either a firearm certificate or shotgun certificate only, and those that hold both types of certificate. A person is only counted once if they hold both a firearm and a shotgun certificate.
